With connection queues in Europe's traditional hubs at seven to ten years, the market's scarce input is no longer land or capital but confirmed power before 2030. Implications for origination, valuation and customers.

## Key points

* The IEA projects European installed capacity to grow about 70% between 2024 and 2030, against a project pipeline equal to 130% of today's base.
* The difference is largely projects waiting for power that will not arrive in time.
* Value is migrating to facilities with confirmed, dated grid capacity, and to the platforms able to originate them.

The European data centre market has completed a structural shift that is not yet fully reflected in how assets are priced. For two decades, the binding constraints were fibre, customers and land in the FLAP-D metros. Today the binding constraint is the date on which a grid operator will energise a connection.

## A pipeline that cannot be built on time

The International Energy Agency's assessment of the European market makes the point quantitatively. Europe's project pipeline equals about 130% of today's installed capacity, yet the IEA projects installed capacity to grow by only about 70% between 2024 and 2030. Across the EU, grid connection waits range from two to ten years; in Frankfurt, London, Amsterdam, Paris and Dublin they average seven to ten. Construction itself takes one to two years.

The gap between pipeline and delivery is, to a large extent, a queue. Projects with land, permits and capital are waiting for power that will not arrive within the window in which their customers need it.

## Where value is migrating

Three consequences follow for owners, customers and capital.

**Confirmed beats prospective.** A facility with grid capacity confirmed in writing by the system operator, with a connection date and a documented ramp, commands a premium over a larger project with an application in the queue. The relevant metric is not megawatts of ambition but megawatts deliverable before 2030.

**Geography follows power.** Capacity is moving to locations with transmission-level substations, adjacent generation and spare grid capacity, an approach the IEA itself recommends. This favours platforms with origination reach beyond the traditional hubs.

**Policy rewards readiness.** Germany now allocates large-consumer connections by project maturity rather than queue position. The European Commission's proposed Cloud and AI Development Act would introduce acceleration zones with permitting in a maximum of 12 months. Both favour developers that do the hard work first.

## Origination as the core capability

In this market, origination is not a sourcing function. It is the business. The platforms that will deliver Europe's capacity are those with direct relationships with transmission and distribution system operators, utilities, power producers and landowners, often reaching capacity before it is marketed.

That is how we have built Qore Infrastructure Partners. Every facility enters the platform with grid capacity confirmed in writing; acquisition payments are staged to confirmed megawatts; and where land and generation coincide, we partner directly with producers, including through joint ventures, as we already do in Germany. The result is more than 1 GW of power-secured pipeline, including about 640 MW of secured grid capacity across three near-term facilities, with first new capacity from 2027.

## Speed after power

Once power is confirmed, the remaining variable is delivery. Conventional construction adds one to two years. Factory-built modular delivery, in which power, cooling and rack infrastructure are integrated and tested off-site while the plot is prepared, compresses this to six to nine months. Combined with confirmed power, it changes the customer proposition from a projected date to a committed one.

## What customers should ask

For hyperscalers, frontier AI labs and sovereign buyers planning capacity for 2027 to 2030, four questions now determine whether a facility is real:

* Has the system operator confirmed the connection in writing, for what date and ramp?
* Is data centre use permitted under current zoning?
* What is the delivery method, and what is the committed time from confirmed power to ready-for-service?
* Who is accountable from grid connection to handover and operation?

Europe's AI map will be drawn by the answers. We intend to be on it, early.
