Building Europe's Sovereign AI Infrastructure
Sovereign AI depends on who owns and controls the infrastructure it runs on. The platform builds that infrastructure in Europe, under European control.
National compute campuses and regulated capacity, designed for control as much as for location.
Governments, public institutions and regulated industries increasingly require their most sensitive data and models to run on capacity located in Europe and controlled under European law. The European Commission's proposed Cloud and AI Development Act would formalise this through sovereignty levels for public-sector cloud, up to full EU ownership and control.
Sovereign AI is a core strategic focus of the platform. Qore works directly with ministries, regional authorities and economic delegations, and delivers capacity on timelines that public programmes require, including through Qore Modular.
Four layers of sovereignty
A facility needs all four to be credibly sovereign.
Jurisdiction
Land, owning entities and operations located in Europe and subject to European law, with Swiss headquarters.
Control
A clear, documentable chain of ownership, operation and physical and logical access.
Security
Security zoning, vetted supply chains and hardening against drone and electromagnetic threats for critical missions.
Resilience
Behind-the-meter generation, battery storage and microgrid capability to sustain critical workloads.
Who sovereign facilities serve
National AI programmes
Compute for national models, research and public services, including partners of the EU's AI factory and gigafactory initiatives.
Governments and public institutions
Ministries, agencies, research bodies and health systems requiring capacity they control, often small and fast rather than hyperscale.
Regulated industries
Banks, insurers, pharmaceutical companies and critical infrastructure operators with strict residency and resilience requirements.
Sovereign cloud providers
European cloud and AI providers building services that meet the higher sovereignty levels expected in public procurement.
